Well if government officials need to go to another country in order to study then we have problems with our education system.

It means our education system isn't good enough, that's what they are basically telling us.

Follow them, you will survive, thrive and prosper.

No education system has no problems.

True, but scholarships are generally for students, and government officials should already have the required educational background to run the country.

If our government still needs an education then we have issues as a country.

Government is trying to get Laos off the list of least development country by 2020. Officials also study in Vietnam, China, Singapore. Before they mostly study only in Vietnam.

I gusess Phd. we export a lot of students to that university for language learning, then back to Lao working as translators or interpreters, monthly income is about 700-800 USD.

I know a guy,  a very very high official now in Lao,studied in Russia for 8 years.  thinking about a tropical bird into polar bear.

Laosy gov't don't need education to become corrupt, they already know how to do that.
It doesn't matter what they learn about in other countries, if Laosy gov't don't want to change, then they will still be stuck in the stone age. Communist learn from other communist states so that the brain washing continues. They don't send them to the US, cause they know they wouldn't come back after seeing the real world, haha.

America is a bit too far, and they have to use money from their own pockets. Japan is assisting the government officials financially, and they are far from being a communist state.

But at the end of the day, it doesn't really matter where they study or what they learn as you said, Laos will still be the same.

Laos is learning from China. China will soon be the largest economies in the world and pretty good with cracking down on corruption. Good idea for Laos to have good relations with China. In my opinion.
