I saw this motorbike parking on the streets the other day and thought it was funny.

It's a Chinese-made sunshade and umbrella attached to a motorbike in Laos. It's not something you see every day in Laos but it's a great way to protect the rider and passenger from the sun or rain.

Surely one must remove the sunshade when one accelerates beyond 5-10MPH or would not the sunshade blow off or become damaged?

It must be strong enough.

I've seen people riding their motorbikes in the rain with a normal umbrella in their hand. If an umbrella can withstand strong winds then the sunshade can too.

It was banned here in my city 2 years ago.  Maybe the street is narrow and too many bikes with such shade.

If it works, or if it helps you, it's acceptable on Lao roads.

We have one of the most lenient road rules in the world, that's one thing I love about Laos.
