how much is the fine for unwearing seat belt?  150  Yuan here, about 22 USD. Only for front seats. I put a child seat back.

That's right.

Even if there are seat belt laws in Laos, most cars are fitted with dark tinted windows so you can't really see inside the car anyway, so authorities are not able to identify if passengers are wearing their seat belt.

In reality, government wants more people to perish as soon as possible in order to conserve money from paying for social, health and unemployment programs. This probably applies to Laos as well.

It's funny how white tourists like to act like they're in a movie or something and walk around shirtless with those baggy hippy pants when they go to Asian countries. The locals just point and laugh at them. Anyone else seen this?

Another thing is white tourists riding bikes from one end of Laos to another.

In Cambodia, most older dudes walk around shirtless if they're just in the vicinity of their neighborhood. It's pretty funny though to see shirtless white dudes ordering food in restaurants or walking into their guesthouse.

I don't have a problem with bicyclists. I think it's pretty cool what they're doing. They're usually in good shape and have a goal and get to spend their time taking in the scenery and exercising. Most bicyclists just go to different countries and bike around.
